Prevent Fraud and Improper Payments

The Bureau of the Fiscal Service is committed to helping federal agencies and states administering federally funded programs prevent the leading causes of improper payments. These services are available to eligible federal and state agencies at no cost.

Access data to verify recipient identity and eligibility 

Do Not Pay provides centralized access to extensive, reliable data sources to help federal and state agencies make informed decisions during pre-award and pre-eligibility verification. Federal agencies and states can use Do Not Pay to verify payee identity, eligibility, and bank account status.

Treasury Payment Verification automatically screens disbursements before certification by comparing payment information against authoritative data sources. This process helps ensure federal payments are legal, proper, accurate, and compliant with federal financial management standards.

Several resources are available, including the USAspending Help Desk, a monthly DATA Act Information Model Schema (DAIMS) working group, and monthly 'office hours'.

Process invoices for goods and services

Adopt an e-invoicing solution to manage government invoicing, from purchase order to payment notification. The Invoice Processing Platform (IPP) is available to help agencies realize more cost-effective processes, avoid penalties and move toward an electronic environment.

Manage current receivables more effectively, track collection activity, send notices, and refer delinquent amounts to the Cross-Servicing program as required using the Centralized Receivable Service (CRS).

Disburse valid payments

Take advantage of Federal Disbursement Services (FDS) to make valid payments to eligible recipients (domestic and international) using available nationwide payment channels.

Treasury is the federal government’s central disbursing agency and provides payment services for more than 250+ federal agencies. Electronic payments are optimized and promoted to reduce costs and combat fraud, waste and abuse. All federal payments are subject to offset through the Treasury Offset Program, unless exempted by statute or by the Secretary of the Treasury.

Collect payments due to the government

Collect payments using a variety of collection channels (e.g. over the counter, mail, internet, bank and/or phone) with a focus on electronic technologies such as Pay.gov and eCommerce tools.

Collect delinquent debt

Collect and resolve delinquent, non-tax debt and withhold, or offset, money from certain federal and state payments to satisfy delinquent debt.

By law, federal agencies generally must refer delinquent debts to the Cross-Servicing program when the debt is between 60-days and 180-days delinquent. The Cross-Servicing program uses a variety of tools to collect debts, including referral to the Treasury Offset Program.

Manage intragovernmental (IGT) buy/sell transactions

Government Invoicing (G-lnvoicing) supports the entire IGT life cycle and uses common data standards, a common platform and standardized processes to help improve data integrity and reduce IGT differences.

Adoption of G-Invoicing is required for all agencies no later than October 1, 2025.
