Core FS Solutions
  • Momentum-as-a-Service (FedRAMP Authorized)
    CGI Federal's Momentum-as-a-Service is a production-proven SaaS offering, purpose-built for the Federal Government. Momentum is in use at more than 100 U.S. Federal government organizations across all three branches of government. It meets the requirements of the Financial Management Capability Framework (FMCF), including functionality defined by the Federal Integrated Business Framework (FIBF) for Financial Management. Momentum-as-a-Service includes environment management services from a boundary, cyber, and security position, in compliance with FedRAMP requirements at the Moderate impact level. Includes the services to maintain system availability at the prescribed level, and the execution and management of included interfaces and standard daily maintenance programs and schedules. Momentum is 100% built and maintained in the United States.
  • Momentum Subscription

    The Momentum Subscription offering represents an option of the Core FS Baseline Solution that can be deployed in a customer agency provided environment and does not include hosting as part of the package. CGI Federal's Momentum solution is a production-proven commercial off-the-shelf (COTS) offering, purpose-built for the Federal Government. Momentum is in use at more than 100 U.S. Federal government organizations across all three branches of government. It meets the requirements of the Financial Management Capability Framework (FMCF), including functionality defined by the Federal Integrated Business Framework (FIBF) for Financial Management.   • Audit Support Services

    Audit support services utilizing best practices to assess internal controls with continuous awareness of emerging risks from existing, new, or remediated financial processes. Support may include audit strategy development, assessment of findings and risk, corrective action plan development and testing, and audit process automation.

  • CGI Fraud, Waste, and Abuse (FWA) Prevention Platform

    The CGI FWA Prevention Platform brings together real-time risk identification and out-of-the-box integration with Momentum Financials. The platform allows federal agencies to identify and prevent potentially fraudulent activity at the earliest stage with continuous monitoring of transactions for risks using open source and third party commercial reputational data. The platform currently includes FWA risk evaluation from TrackLight.AI and currently runs on AWS cloud infrastructure. 

  • Financial Statement Preparation Support

    Certified Public Accountants (CPAs), Certified Government Financial Managers (CGFMs), and other subject matter experts offer in-depth knowledge of OMB Circulars A-136 and A-11, the Treasury Financial Manual, and other reporting guidance to provide technical advice and quality assurance guidance in preparing agency stand-alone and consolidated financial statements, including the accompanying footnotes. Support includes all aspects of Financial Statement Preparation, including the determination and recording of eliminations required to generate consolidated financial statements. Services are available for Treasury’s Financial Statements and reports such as Government-wide Treasury Account Symbol Adjusted Trial Balance System (GTAS) and Digital Accountability and Transparency Act (DATA Act), agency-specific reports, and supplementary information. Other services include Tie-point Analysis and Reconciliation, and Automation of Financial Statements and Reports Creation.

  • FM Functional Subject Matter Expert (SME) Support

    Federal financial, procurement, and budgeting experts with understanding of federal business and changing government requirements from supporting dozens of successful engagements across agencies and types of systems. Subject Matter Experts (SMEs) include Certified Public Accountants (CPA), Certified Government Financial Managers (CGFM), Certified Government Auditors, Project Management Professionals (PMP), Certified Scaled Agile Framework (SAFe®) Practitioners, and Certified Scrum Masters (CSM). Support may include, but is not limited to, strategic advice and expertise around business processes, reporting, integration, and other areas; recommendations for improvements and optimization; guidance regarding compliance with legal and regulatory requirements; Core FS and other FM system usage assistance; training support; documentation; and system maintenance activities.

  • Grants Accounting

    Processing grants accounting transactions, including obligations, payment requests, receivables, collections, and other entries necessary to account for grants.

  • Sunflower-as-a-Service (FedRAMP Authorized)

    Sunflower-as-a-Service Asset Management is a production-proven cloud-based asset management solution built for the Federal Government that is in use at more than 75 U.S. Federal government agencies and organizations. Sunflower is designed to manage the lifecycle of physical assets, including acquisition, receiving, movement and shipment, physical inventory, maintenance, financial management, configuration, and disposal. The solution integrates with Core FS systems, automatically generating journal entries that are posted to the general ledger for lifecycle events such as asset acquisition, capitalization/depreciation, impairment or improvement, and disposal. System innovation and improvements are driven by the Federal market and Sunflower’s government users. Sunflower is flexible and configurable to meet future legislative requirements, regulations, and evolving best business practices. CGI’s Federal-specific approach reduces risk, increases user acceptance, and decreases implementation and life-cycle cost.

  • TrackLight Suite

    The TrackLight Suite for fraud, waste, and abuse is designed to revolutionize the way federal agencies manage payment integrity. By integrating diverse data sources and sophisticated algorithms, the modules proactively help clients identify bad actors prior to payment. The TrackLight Suite includes the following modules:  Due Diligence API, Fraud Analytics, Social Network Analysis, and Fraud LLM and Efficiency Expert (FLEX). Using the Due Diligence API module, clients will receive a risk assessment prior to payment. The risk assessment will include results from data sources, risk alerts, and a risk score. For businesses and people run through the Due Diligence API, clients will receive data about business risk, people risk, corporate data, legal data, professional network data, news, sanctions data, watchlist data, non-profit data, government procurement data, and geolocation. The TrackLight Suite modules are cloud-based, with the option for on-premise.

  • Strategic Planning and Investment Business Case Development

    Providing support for development of Federal agency financial management plans and investment business cases, including alternatives analysis and estimating total life cycle costs.

  • FM Organizational Change Management and Stakeholder Engagement/Communications

    Providing OCM and stakeholder engagement/communications support to improve stakeholder buy-in and manage organizational change impacts to people, processes, and technology.

  • FM System and Data Migration Services

    Providing targeted, timely, and responsive data and systems migration services based on a depth of technology modernization services and financial management expertise across the Federal government. CGI's end-to-end system and data migration solutions include managing the migration cycle through each major component of an implementation such as planning, configuration and process design, conversion, interfacing, reporting, and testing. Data migration services support the process of transferring data from one technology environment to another, which includes an iterative cycle of planning and analysis, cleansing the data for migration, testing the conversion in a test environment, and reconciling the data to ensure completeness and accuracy of the conversion. These services benefit from CGI’s broad, varied, and extensive experience in the areas of software development; Commercial-off-the-Shelf (COTS), Government-off-the-Shelf (GOTS), and low-code/no-code software solution implementations; as well as extensive change management practices which reduce execution risk while increasing user adoption and satisfaction with new systems.

    Development and implementation support based on a unique combination of extensive system development experience and core financial system expertise to enhance agency financial system implementations to meet agency-specific requirements and business processes. Services may include solutions to support business processes, integrations with agency and other federal systems, and agency-specific data and reporting needs; requirements definition; solution design; development and process automation using existing core financial system configuration/extensions, third party platforms and tools, and custom development; and implementation, including testing.
