An appropriation is an Act of Congress providing budget authority to a Federal Program Agency (FPA). The FPA has the authority under an appropriation to incur obligations and to make payments out of the General Fund of the U. S. Government for specific purposes. There are two types of appropriations. Definite appropriations are for a specific sum of money, and indefinite appropriations are for “such sums as may be necessary.”
