Green Book: As defined in Title 31 CFR part 210, a beneficiary is a natural person other than a recipient who is entitled to receive the benefit of all or part of a benefit payment. To illustrate, in a situation where there’s a representative payee, the representative payee is the recipient and the beneficiary is the person on whose behalf the representative payee is managing the payment.
