A Continuing Resolution (CR) is an act of Congress that provides budget authority to continue government operations when Congress and the President have not approved an annual appropriation bill on or before October 1st. A CR may include direct appropriations for programs and services; however, funding is typically authorized at a rate of operations up to a specified date, up to a full year or until regular appropriations are enacted.
