A Federal Program Agency (FPA) is a department, instrumentality, office, commission, board, service, or other establishment of the U.S. Government. FPAs do not have disbursing authority and thus, designate Certifying Officers to submit requests to the Bureau of the Fiscal Service for payments to be drawn on the U.S. Department of the Treasury.
