A Government employee is a U.S. citizen or national, appointed into a competitive service federal job. All US Government Employees must pass a “public Trust” security clearance. An individual must be a US citizen in order to be granted a security clearance; however, foreign nationals, contractors (in the states or abroad) may be granted a Limited Access Authorization (LAA) and are not technically U.S. Government employees.
