A means-tested program is a program for which eligibility is based on a determination that income and/or assets of the beneficiary are insufficient to provide the beneficiary with an adequate standard of living without program assistance. Examples of means-tested programs include, but are not limited to, Nutritional Assistance, Supplemental Security Income, and Temporary Assistance to Needy Families programs.
