A non-expenditure transfer (NET) is a transaction that does not represent payment for goods and services but serves only to adjust amounts available in accounts. NETs do not appear in the Department of the Treasury publications or in budget documents as receipts or expenditures and, therefore, do not affect the budget surplus or deficit.
