Treasury Offset Program (TOP) Fees are fees the Bureau of the Fiscal Service charges to cover its costs for collections through the TOP. The fee is set annually and is collected from amounts offset. The creditor agency should add this fee to the debt as an administrative cost to the extent allowed by law. However, it is the agency's discretion whether or not to pass the charge along to the debtor.
