Processing Deposits To Treasury's General Account: Introduction IntroductionThis part prescribes procedures that Federal Reserve Banks (FRBs) use for processing credits and debits to Treasury's General Account (TGA) and specific reporting needs of the Bureau of the Fiscal Service. Section 1010—AuthorityThe Secretary of the Treasury under Section 15 of the Federal Reserve Act, as amended (12 U.S.C. 391), is authorized to require the FRBs to act as depositaries and fiscal agents of the United States and may prescribe regulations in connection with these responsibilities. Section 1015—Background and ConceptsCredit and debit voucher information is needed for two purposes: (1) Transactions processed by Federal Reserve Bank payment and other systems use credit and debit vouchers to post directly to the TGA where the TGA balance is updated throughout the day based on established posting rules. Credit vouchers add to the TGA and debit vouchers subtract from the TGA. (2) The Bureau of the Fiscal Service needs the voucher information for internal reporting, accounting, and forecasting; and, federal agencies need it for accounting and other purposes.
