Introduction

Introduction: This part prescribes procedures to Federal Reserve Banks (FRBs) for fiscal agency matters requiring special instructions that are not covered in other parts of Treasury Financial Manual, Volume II.

Section 1010—Authority: The Secretary of the Treasury under Section 15 of the Federal Reserve Act, as amended (12 U.S.C. 391), is authorized to require the FRBs to act as depositaries and fiscal agents of the United States and may prescribe regulations in connection with these responsibilities.

Section 1020—Background and Concepts: The Secretary of the Treasury is responsible for prescribing guidance to FRBs in their role as depositaries and fiscal agents of the U.S. Government.
