This part prescribes procedures to Federal Reserve Banks (FRBs) for fiscal agency matters requiring special instructions that are not covered in other parts of Treasury Financial Manual, Volume II.

Section 1010—Scope and Applicability

This chapter provides guidance to FRBs providing designated fiscal agent services through delegation by The Secretary of the Treasury, or their delegates.

Section 1015—Authority

The Secretary of the Treasury (Secretary), or the Secretary's defined delegates under Section 15 of the Federal Reserve Act, as amended (12 U.S.C. 391), is authorized to require the FRBs to act as depositaries and fiscal agents of the United States and may prescribe regulations in connection with these responsibilities.
